Solomon Amendment

Cornell University follows the American Association of Collegiate Registrars and Admissions Officers (AACRAO) guidance pertaining to the Solomon Amendment. The Solomon Amendment is a federal law that requires institutions receiving certain federal agency funding to fulfill military recruitment requests for access to campus and for lists containing student recruitment information. It provides branches of the military access to certain student information that would have been denied under the Family Educational Rights and Privacy Act (FERPA).

Cornell University will not release information for student records containing FERPA suppression to any entity requesting the information, including military recruiters. For more information, please see AACRAO’s Solomon Amendment FAQs.

Procedure for Releasing Information Under the Solomon Amendment

  1. All requests for information must be submitted to the Office of the University Registrar (OUR).
  2. Military recruiters from the five major branches of the Armed Forces (Army, Navy, Marine Corps, Air Force, and Coast Guard) may submit one written request per semester on official letterhead clearly identifying the requesting unit.
  3. The request must specify whether the request is for information pertaining to the current or immediately preceding semester.
  4. OUR staff will verify that the request complies with legally releasable information requirements, excluding data protected by FERPA suppression.
  5. OUR will respond to requests within 5 business days.
  6. Data is transferred securely via Cornell Secure File Transfer.
  7. Released information may be used solely for military recruitment purposes.
